Band sizes are a guide, not a cup-size fitting system. The right size also depends on the cut of the bra and your bust. Support comes from the individual design; it does not increase with garment size.

How to measure
Use a soft tape measure over underwear or light layers. Stand naturally and keep the tape level, close to your body without pulling it tight.

Measure around the fullest part of your bust with your arms relaxed. -
Waist
Measure around your natural waist, without holding your breath. -
Hips
With your feet together, measure around the fullest part of your hips and seat. -
Inside leg
Measure from the top of your inner thigh to your ankle bone.
